317.1. The Authority may, if it believes on reasonable grounds that an insurer committed an offence under this Act or that the financial position of an insurer is deteriorating, inspect the internal affairs and activities of the insurer, the holding company directly controlling the insurer and any holding company controlled by the insurer.
