219.1. The Authority may, at any time after the issuance of a licence,
(a)  (subparagraph repealed);
(b)  impose, in relation to the operations of the legal person, such conditions or restrictions as the Authority may consider necessary to give effect to this Act;
(c)  change or cancel the conditions or restrictions to which the licence is subject.
Before exercising the powers provided under this section, the Authority shall, however, notify the legal person in writing as prescribed by section 5 of the Act respecting administrative justice (chapter J‐3) and allow the legal person at least 10 days to present observations.
The Authority shall also notify its substantiated decision to the legal person.
