217. The Inspector General shall issue the licence if the corporation fulfils the conditions prescribed by this act and the regulations and if it is established to his satisfaction that the directors of the corporation have the managerial and technical knowledge and competence required to administer an insurance company in a manner to command public confidence with regard to the classes of insurance contemplated.

217.
