62. Subject to the regulations, an economically underprivileged person who wishes to receive legal aid must make his application to the local corporation certified under this Act or to the office nearest his residence.
Where the probable existence of a right or, as the case may be, the need of legal service has been established, the person is bound to pay, for the examination of his application, costs in the amount fixed by regulation, unless he is receiving benefits, other than special benefits, under Chapter II of the Act respecting income security (chapter S-3.1.1) or is eligible therefor.
