63. If, after entering the name of a person on the list, one of the two enumerators seriously doubts his right to be entered thereon, he may make a report of the reasons for his doubts, in form 7, which he must transmit to the revisors in a closed and sealed envelope, delivered at or addressed to the office of the returning officer.
