443. If the appointment of the enumerators or revisors, the preparation of the electoral lists, or any operation relating thereto, has not been done at the specified time, it must be done as soon as possible afterwards if it can be done in time to be effective, without prejudice to any penalty incurred by reason of the delay or omission.
