315. After complying with the provisions of sections 313 and 314 and obtaining all possible information, the returning-officer shall proceed to the addition of the votes and shall return as elected the candidate who appears to have obtained the greatest number of votes, and shall mention in the report to be sent with his return the circumstances of the disappearance of the ballot-box or the want of any statement, and the means he employed to ascertain the number of votes given for each candidate.
