212. The director general of elections must deliver personaly or forward by express, in one or more closed and sealed boxes or bags, to the returning-officer of each electoral district or to the printer designated by the latter, the number of sheets strictly necessary for the printing of the ballot-papers required.
He must also furnish, for the preparation of the proofs, sheets of paper of a different colour.
