192. If a deputy returning-officer dies or refuses or is unable to act, the returning-officer shall appoint a person whom he deems competent to act in his place as deputy returning-officer.
If such appointment is not made before the time of opening the polls on polling-day, the poll-clerk shall act as deputy returning-officer without taking any further oath of office and shall appoint a poll-clerk in accordance with section 191.
