14.3. The staff required by the director general of elections for the exercise of his functions is, until 1 August 1979, appointed and remunerated according to the standards, requirements and scales established by the director general of elections and approved by the Gouvernement. If the Civil Service Act is not applicable to a member that staff on that date, it becomes applicable to him without further formality.
