41. Any person who, without reasonable excuse the proof of which devolves upon him, uses a certificate of insurance or of financial responsibility after the cancellation or expiry of the policy or of the security mentioned therein, commits an offence and is liable, on summary proceeding, to a fine of two hundred dollars.
