16. Financial responsibility is proved by:
(a)  a guarantee of liability insurance;
(b)  a bond of a company authorized to become a judicial surety;
(c)  a deposit in cash or in bonds of the Province or guaranteed by the Province; or
(d)  in the case of a corporation, a certificate from the Superintendent of Insurance establishing that it maintains, in trust, an adequate separate insurance fund.
