118. The number of wards shall vary from eight to 16 according to the following norms:
(1)  eight wards if there are fewer than 3 000 pupils;
(2)  10 wards if there are 3 000 pupils or more but fewer than 6 000;
(3)  12 wards if there are 6 000 pupils or more but fewer than 15 000;
(4)  14 wards if there are 15 000 pupils or more but fewer than 25 000;
(5)  16 wards if there are 25 000 pupils or more.
Notwithstanding the foregoing, on the application of the council of commissioners, the Government, by order, may authorize a school board to establish two, four or six electoral wards more than the number prescribed in this section, where it considers the application justified by reason of
(1)  the exceptional size of the territory;
(2)  the number of municipalities in the territory; or,
(3)  the isolated location of a territory.
The order shall be published in the Gazette officielle du Québec.
The rule on the drawing of the boundaries of the wards set forth in the second paragraph of section 117 does not apply to a school board contemplated by an order made under this section.
