249. The chairman of the Commission shall call and preside over the meetings of the Commission. He shall sign the by-laws and the minutes of the meetings over which he presides. He shall represent the Commission generally in any public function and in the negotiation of any matter concerning the Commission. He shall sign all contracts, bonds, cheques, notes or other documents involving any expense or obligation on the part of the Commission.
He may, however, generally or specially authorize another commissioner to sign such documents, writings or negotiable instruments in his place.
The chairman shall direct the affairs and activities of the Commission and its officers and employees over whom he shall have the right of supervision and control. He shall see that this act, the by-laws and resolutions of the Commission and the decisions taken by it are faithfully and impartially observed and carried out.
He shall be exofficio a member of every committee constituted by the Commission.
Each commissioner including the chairman shall be entitled to one vote at any sitting of the Commission; in the case of a tie vote, the chairman shall also have a casting vote.
The chairman of the Transit Commission shall exercise simultaneously the functions of chairman and of general manager, and shall bear the title of chairman and general manager.
In case of temporary absence of the chairman and general manager, the latter may, by a proxy in writing valid for a term not exceeding one month, delegate to one of the commissioners all or part of the powers conferred on him by this act and the by-laws of the Commission. Such proxy may be general or limited to the objects determined by the chairman. The designated commissioners may then call and preside over the meetings of the Commission but shall not have a casting vote.
