Technical Standards Regulation
Cinema Act
(chapter C-18.1, s. 167).
DIVISION I
SCREEN BRIGHTNESS
1. The brightness of the screen for exhibiting a film to the public must meet the following standards:
(1)  brightness at the centre of the screen must be at least 55 ± 7 cd/m² (16 2 La. ft), with the projection window free from interference;
(2)  brightness measurements must be taken at horizontal right angles to the screen, at the centre and each side, from a distance of 5% of the total width of the screen, with that reflected at each side of the screen not less than 35 cd/m2 (10 La. ft);
(3)  from one projector to another, screen brightness may not vary by more than 14 cd/m2 (4 La. ft);
(4)  the amount of scattered light may not be more than 0.5% of brightness at the centre of the screen.

2. The brightness at the centre of the screen of an outdoor theatre must be at least 24 cd/m2 (7 La. ft) when the brightness measurements are taken from a place located on a longitudinal line, at the centre of the parking area for motor vehicles, at an equal distance from the first and last rows of motor vehicles.
In no case, where measurement is taken from a motor vehicle situated in an outdoor theatre parking area, may the brightness at the centre of the screen be less than 15 cd/m2 (4.5 La. ft).

3. The temperature of the colour of light reflected from a screen lighted by a Zenon or carbon-arc lamp must be maintained at 5,400 ± 400 K from one side to the other of the screen.

4. A 35 mm projector must have a gate whose size corresponds to the size of the image appearing on the classification band and an appropriate lens.

DIVISION II
ELECTRO-ACOUSTIC RESPONSE
5. In premises larger than 250 m3 for exhibiting films to the public, the electro-acoustic response of chain B must be within the limits of the tolerance curve set forth in Schedules I and II.
The B or final chain is that part of a motion-picture sound reproduction system shown in Schedule III. It begins at the input terminals of the main fader and ends at any position in the listening area for the public viewing of films where sound pressure measurements are taken.

6. The electro-acoustic response of the B chain is the sound pressure level expressed in decibels with respect to an arbitrary reference pressure over a given frequency range, measured at a given position in the listening area where pink noise of constant electromotive force is applied to the input terminals of the main fader, preceding the power amplifier.
In a given listening area for the public viewing of films, this response is obtained by averaging the rms sound pressures for each frequency band, at all measuring positions.

7. For the purposes of section 6, pink noise is a continuous spectrum noise having constant energy per constant bandwidth or fraction thereof and Gaussian probability distribution of instantaneous values.

8. The equipment and instruments for measuring the electro-acoustic response must be arranged in accordance with Schedules IV to VI.

9. Sound pressure level measurements shall be taken at point X as shown in Schedule V and point R in Schedule VI and at other representative positions in the shaded areas.

10. Measurements shall be taken at a height of between 1 m and 1.5 m, at least 1.5 m from the walls and 5 m from loudspeakers.

11. The quality of sound reproduction in an area for the public viewing of films is dependent on the tuning and output of Part A of the installation as shown in Schedule III.
The A chain shall be tuned in accordance with the tolerance limits in an optical test film produced by the Society of Motion Picture and Television Engineers (S.M.P.T.E.), numbered M35MFP.
To ensure that premises for exhibiting films to the public present the characteristics set forth in Schedule V, the A chain shall be tuned by using an optical test film produced by the Society of Motion Picture and Television Engineers (S.M.P.T.E.), numbered M35MFP.

DIVISION III
STANDARDS FOR EXHIBITING FILMS TO THE PUBLIC
12. Seat bases, backs and mechanisms shall be maintained in good working order. Where replacement parts are unavailable, seats in need of repair must be removed and replaced.

13. Projectors must be focused before the start of a film where it is for public viewing.

14. Where a film is being exhibited to the public, all room lights, except safety lights, must remain off and the screen curtains must remain open throughout the film, including its title and credits.

15. Divisions I and II of this Regulation will apply to premises for exhibiting films to the public existing on 13 June 1988 only 1 year after that date.

16. The holder of an exhibitor’s licence for premises where films are exhibited to the public must ensure that such premises comply with the technical standards set out in this Regulation and that the films exhibited thereat comply with those standards.
