DIVISION
I
GENERAL PROVISIONS
1.01
.
In this Regulation, unless the context indicates otherwise,
(
a
)
“Order” means the Ordre des ingénieurs forestiers du Québec;
(
b
)
“candidate” means a person who holds a diploma recognized by the Government under the first paragraph of section 184 of the Professional Code (chapter C-26) or judged equivalent or whose training has been judged equivalent and who wishes to obtain a permit;
(
c
)
“training period” means a period of initiation to the practice of the profession under the supervision of a forest engineer.

The Interpretation Act (chapter I-16) applies to this Regulation.

DIVISION
II
COMMITTEE OF EXAMINERS
2.01
.
The members of the committee of examiners established under paragraph 2 of section 86.0.1 of the Code, shall be appointed within 60 days following the date of the annual general meeting.

2.02
.
The committee may hold its meetings at the head office of the Order or at the place it shall determine. It shall hold at least 2 meetings a year, one in September and the other in March.

2.03
.
A member of the committee of examiners who is likely to be in a situation of conflict of interest in respect of an application for admission must disqualify himself.

2.04
.
The committee of examiners shall report to the board of directors on its discussions and recommendations.

III
OTHER TERMS AND CONDITIONS FOR ISSUING PERMITS
3.01
.
The board of directors of the Ordre des ingénieurs forestiers shall issue a permit to a candidate who:
(
a
)
has provided a certified copy of his birth certificate or any other satisfactory proof that he is at least 18 years of age;
(
b
)
holds a diploma recognized by the Government under the first paragraph of section 184 of the Code or a diploma recognized as equivalent or has obtained a training equivalence;
(
c
)
has proved his knowledge of the official language of Québec in accordance with the provisions of the Charter of the French language (chapter C-11);
(
d
)
has forwarded to the head office of the Order an application for the opening of a file to obtain a permit;
(
e
)
has forwarded to the head office of the Order the applications to register for a training period segment and has successfully completed the training period in accordance with Division IV; and
(
f
)
has paid all fees or contributions relating to the issue of the permit.

4.01
.
The training period, the activities of which must be closely related to the field of practice, is designed to initiate the candidate to the practice of the profession, to develop a better understanding of the forest environment and to achieve professional autonomy through the acquisition of relevant experience.
The training period may be served in one or more fields, which may include the following:
(
a
)
forest resource planning;
(
b
)
inventory and photointerpretation;
(
c
)
urban forestry;
(
d
)
silviculture and reforestation;
(
e
)
ecology and pedology;
(
f
)
forest management;
(
g
)
protection and conservation;
(
h
)
forest operations;
(
i
)
utilization and processing;
(
j
)
forest valuation.

4.02
.
The training period shall last 32 weeks and be served in one or more segments of at least one week. Each week corresponds to 35 hours of work.
A training period segment may be served during the candidate’s university training. Nevertheless, periods of practical work for which university credits have been granted toward a diploma recognized by the Government as giving access to the permit issued by the Order under the first paragraph of section 184 of the Code are excluded from the training period segments.
The candidate must have completed the training period at the later of the following 2 dates: on the fifth anniversary from the date of his first registration for a training period segment or on the fifth anniversary from the date on which the diploma is awarded or the date on which a diploma equivalence or the date on which a training equivalence is recognized.

4.03
.
Each training period segment must be directed by a tutor who is a member of the Order and must be served under the tutor’s immediate supervision.
Notwithstanding the first paragraph, the tutor may, before a training period segment commences, entrust the immediate supervision of the candidate to a person who is not a member of the Order and whom he identifies as the supervisor. Such identification shall be ascertained in a writing signed in particular by the tutor and the supervisor.

4.04
.
The application to register for a training period segment and, where applicable, identification of the supervisor in accordance with section 4.03 must be sent by the candidate to the head office of the Order within 15 days following the first day of work in the training period segment.

4.05
.
Within 30 days following the end of each training period segment, the candidate shall send to the head office of the Order an attestation of the training period segment, comprising the training period report in accordance with section 4.10, the evaluation of the training period segment in accordance with sections 4.06 and 4.07 and, where applicable, the supervisor’s report covering in particular the following elements:
(
a
)
the training period activities performed by the candidate;
(
b
)
the organization of work by the candidate;
(
c
)
the accomplishment of work by the candidate;
(
d
)
the candidate’s professional and personal characteristics.
The total duration of the training period shall be extended by one week for each week of delay in complying with the time limit prescribed in the first paragraph. The postmark proves the sending date.

4.06
.
The tutor shall evaluate the training period segment according to the following criteria:
(
a
)
organization of work:
planning of work, application of methods, standards and techniques, precision and thoroughness in performing work, attention to work;
(
b
)
accomplishment of work:
collaboration demonstrated in work, application of knowledge and guidelines, skill in solving practical problems, practical sense, capacity for research, technical skill;
(
c
)
professional characteristics:
capacity for observation and synthesis, capacity to adapt to various changes encountered in work, sense of responsibilities, punctuality, assiduity, maintenance of professional decorum, professional conscientiousness, efficiency, decisiveness, acceptance of responsibilities;
(
d
)
personal characteristics:
initiative, capacity for self appraisal, imagination and creativity in analyzing problems, success in communication and contacts with others, leadership, dynamism, self command, respect for others.

4.07
.
For each of the evaluation criteria mentioned in section 4.06, the tutor shall assign the candidate a mark on the following scale:
(
a
)
excellent:
high level of performance;
(
b
)
very good:
performance that fulfils all expectations to a degree that is more than satisfactory;
(
c
)
good:
performance that fulfils expectations to a degree that is satisfactory;
(
d
)
poor:
performance that tends to fulfil only minimal standards;
(
e
)
insufficient:
performance that clearly does not fulfil standards in the performance of the principal duties.

4.08
.
If 2 or more criteria are evaluated as being insufficient by the tutor, the candidate must repeat the training period segment.

4.09
.
In the case provided for in section 4.08, the candidate may apply to be heard by the committee of examiners and to have the segment reviewed. The committee shall make a recommendation to the board of directors. The board of directors shall decide whether the training period segment served by the candidate fulfils the requirements of this Regulation.

4.10
.
The training period report referred to in section 4.05 is a document written by the trainee in which he discusses the following 4 subjects:
(
a
)
identification of persons and organizations involved in the training period;
(
b
)
description of training period activities;
(
c
)
justification of the relevance of those activities;
(
d
)
the trainee’s own appraisal of the training period.
