Regulation respecting fishing activities
CONSERVATION AND DEVELOPMENT OF WILDLIFE — FISHING ACTIVITIES

To obtain a resident fishing licence provided for in the Regulation respecting classes of fishing licences and their term (chapter C-61.1, r. 11), every person shall be a resident at the time of the application.
Furthermore, to obtain a fishing licence for a resident 65 years of age or over, the latter shall be at least 65 years of age and, for a fishing licence for a resident under 65 years of age, the resident shall be under 65 years of age.

To obtain a non-resident fishing licence provided for in the Regulation respecting classes of fishing licences and their term (chapter C-61.1, r. 11), every person shall be a non-resident at the time of the application.

To fish in the parts of Area 22, the plans of which appear in Schedules CXCVI and CXCVII of the Regulation respecting hunting (chapter C-61.1, r. 12), all fishing licence holders must obtain a right of access pass at the place designated for that purpose; they must also, at the end of each daily fishing period or their stay, report at that place on the fishing activity, declaring their daily catches, if any.
The holders referred to in the first paragraph must comply with the dates and locations specified on the right of access pass.

Where a right of access pass is required under section 2.1 and there is no registration officer to issue it at the place designated for that purpose, the holder must fill in the form available at the reception station for the territory concerned and deposit it at the place specified for that purpose.

The holder of a non-resident fishing licence shall fish through the services of an outfitter in the territory north of the 52nd parallel or in the southern part of Area 19, described in Schedule XIX to the Regulation respecting fishing and hunting areas (chapter C-61.1, r. 34), to the east of Rivière Saint-Augustin.
The holder of a resident fishing licence shall use the services of an outfitter to fish for lake trout in Area 23 during the period from 8 to 30 September.

To fish in the parts of the Area 23 rivers referred to in sections 1, 2, 3 and 4 of Part IV of Schedule XXIII to the Quebec Fishery Regulations (SOR/90-214) that are situated on Category III lands, the holder of a resident fishing licence shall first register with an outfitter operating an outfitting operation in those river parts or with the Qiniqtiq Landholding Corporation situated at Kangiqsualujjuaq, the Nayumivik Landholding Corporation situated at Kuujjuaq, the Arqivik Landholding Corporation situated at Tasiujaq or the Naskapi Landholding Corporation situated at Kawawachikamach, and indicate the planned fishing dates and places.
The holder to which the first paragraph refers shall, at the end of the fishing trip, register the salmon caught and kept at one of the registration posts mentioned in the first paragraph or at one of the Lac Margane, Lac Pau, Squaw Lake, Lac Louise (Manic 5) or Stewart Lake (Kuujjuaq) seaplane bases. The holder shall also declare the actual fishing dates and places.

The holder of a sport fishing licence for species other than Atlantic salmon with catch and release obligation shall use the services of an outfitter to fish.
