33. (1) Whenever the President of the National Assembly is unable to perform his duties or is absent, one of the two Vice-Presidents shall replace him.
(2) Whenever a Vice-President replaces the President under subsection 1, every act done and proceeding taken in or by the Assembly in the exercise of its powers and authority shall be as valid and effectual as if the President himself were in the Chair.
(3) Whenever the President and the Vice-Presidents are unable to perform their duties or are absent, the Secretary General of the National Assembly shall give notice of it to the House which shall designate a member to replace them temporarily; such member shall then act provisionally as President for the purposes of the work of the National Assembly.
(4) Every act done, and warrant, order or other document issued, signed or published by a Vice-President in relation to any acts or proceedings of the National Assembly, or through application of any statute defining the powers or duties of the President, shall have the same effect and validity as if the President himself was acting.
