4. The Regional Government is a municipal body governed by the Cities and Towns Act (chapter C-19), subject to the special provisions of this Act. As such, it has the powers of a municipality governed by that Act and is subject to the Acts applicable to such a municipality; the Regional Government also has any other powers otherwise conferred on it by law. However, the Gouvernement du Québec may declare any provision of an Act inapplicable, in whole or in part, to the Regional Government or to all or part of its territory. The order comes into force on the date of its publication in the Gazette officielle du Québec or on any later date set in the order.
