63. The minutes of the sittings of the bureau approved by it and signed by the chairman or the secretary are authentic. The same rule applies to a document or copy emanating from the bureau or forming part of its records, when signed by the chairman or the secretary.
No document is binding on the bureau or may be attributed to it unless it is signed by the chairman or the secretary.
The signature of the chairman or the secretary may be affixed by means of an automatic device to the documents determined by regulation.
