21. The decision of the Minister shall be communicated in writing to the applicant or permit holder.

21. The decision of the bureau shall be sent to the applicant or to the permit holder within 15 days after the date on which it was made.

21. A certified true copy of the substantiated decision of the bureau is sent, by registered or certified mail, to the applicant or to the permit holder.
