108. Notwithstanding sections 99 and 105.2, the chair of the council or, if the chair is absent or unable to act, the director general may, in a case of irresistible force which might endanger the life or health of the population or seriously damage or seriously interfere with the operation of the equipment of the Community, order such expenditure as the chair or the director general considers necessary and award any contract necessary to remedy the situation.
The chair, the director general or head of the department, as the case may be, shall table a report giving the reasons for the expenditure or contract at the next meeting of the council.
