491. Every local corporation may make, amend or repeal by-laws:(1) to compel members of the council to attend the sittings of the council or of any committee thereof, and to perform their duties thereat;
(2) to regulate the manner in which debates are to be carried on; to determine, in conformity with article 160, the cases wherein a greater number than the majority of the members present is required to decide a contested question; and to regulate the manner in which order and decorum are to be preserved during the sittings of the council or of any committee;
(3) to determine the duties of the officers and employees of the corporation not determined by this Code;
(4) to fix the remuneration of the officers appointed by the council, in addition to the fees or fines which they are entitled to receive under the authority of this Code, of any other Act, or of any by-law;
(5) to determine upon what days of the week the office of the corporation is to be kept open, between 9 o’clock in the morning and 4 o’clock in the afternoon.In default of the council determining such office days, the office of the corporation must be kept open every juridical day, during such hours.
