444. On its own initiative, the local corporation may submit to the persons contemplated in article 276 any matter that may be the object of a decision of the council.
The question is defined by resolution of the council and the vote is taken in number only in the manner prescribed in articles 474 to 485, mutatis mutandis.
The corporation may also exercise such power upon the petition of 20 persons contemplated in the first paragraph and in such case require, if it so wishes, that the petitioners pay the sum it considers equitable to cover the polling expenses.
