44. When an application for the erection, the division, the annexation or the alteration of the boundaries of a municipality is made under article 38, the Minister of Municipal Affairs must give information thereof to the county corporation interested, and to every local corporation whose boundaries will be affected thereby, and call upon them to make known to him their objections, if any they have, within a delay of three months; and he may make all necessary inquiries relating thereto, in order to ascertain the facts.
