On the vote of the absolute majority of the members of the council, the local corporation may, by by-law passed three months before the election and approved by the majority of the electors, by a vote taken by ballot, enact that the voting at elections shall be done by word of mouth, instead of by ballot; it may also, in the same manner, re-establish voting by ballot.
When voting takes place by word of mouth, it shall be governed by this Chapter.
