The clerk-treasurer is the custodian of all the books, registers, plans, maps, archives and other documents and papers, which are either the property of the municipality or are deposited, filed and preserved in the office of the municipality. He cannot divest himself of the custody of such archives, except with the permission of the council, or under the authority of a court.
