13. The Ethics Commissioner may negotiate to lower the amount of the bid if
(1)  only one supplier submitted a compliant tender;
(2)  the supplier agrees to lower the bid; and
(3)  the amount of the bid is the only change being negotiated to the terms stipulated in the tender documents and in the tender.
