19. Every by-law adopted under this chapter shall be submitted to the Government for approval.
A by-law adopted by the council of a local municipality must receive the affirmative vote of the majority of the members of the council.

19. Every by-law adopted under this chapter by the council of a local municipality must receive the affirmative vote of the majority of the members of the council and is subject to the approval of the Government. In the case of a regional county municipality, every by-law must, subject to the act constituting the regional county municipality, receive the affirmative vote of the majority of the members of the council and is subject to the approval of the Government.
