108. A by-law passed under this division shall be submitted to the Government for approval.
A by-law passed by the council of a local municipality must receive the affirmative vote of the majority of the members of the council.

108. A by-law passed by the council of a local municipality under this division must receive the affirmative vote of the majority of its members and shall be submitted to the Government for approval. In the case of a regional county municipality, the by-law must receive the affirmative vote of the majority of the local municipalities represented on the council and shall be submitted to the Government for approval; the vote of a local municipality is the majority vote of its representatives.
