173. Any person authorized by the Minister to act as an inspector may enter, at any reasonable time, any place where video material is sold, leased, lent or exchanged in order to ascertain that a filing certificate or attestation has been issued in accordance with this Act; he may also enter, at any reasonable time, any place where films intended for exhibition to the public are kept, or any premises where films are exhibited to the public, in order to examine a print of a film and ascertain that a stamp has been affixed thereto in accordance with this Act, or to ascertain that the provisions of a regulation under subparagraphs 3, 5, 7 to 10 and 12 of the first paragraph of section 167 are being complied with.
