19. The Minister shall keep a register of permits and enter therein the description and classification of the stallion as well as the name and address of the owner or possessor.

19. Any owner or possessor of a stallion, who is not satisfied with the inspection, may appeal to the inspection committee, depositing a sufficient amount to cover the cost of a new inspection. Such last inspection shall be final.
