57. When a fabrique finds that it is unable to pay its debts contracted for the purpose of building or repairing a church or parsonage, it may, after being authorized by a meeting of the land-owning parishioners, impose an assessment on the immoveables in the parish or chapelry which belong to the land-owning parishioners and levy the amount necessary to pay its debts. Such assessment shall be payable in not less than twelve equal annual instalments.
The imposition of such assessment shall have no effect until approved by the bishop of the diocese of the parish or of the chapelry whose property is held by the fabrique.
The meeting of the land-owning parishioners shall be called and held in the same manner as a meeting of parishioners.
