17. Such meeting shall be called by notice posted up or read at the church doors, or at any other public place in the territory of the organized or proposed club, at least eight days before such meeting, by order of the president of the club, or, in his absence, of the vice-president, and, in districts where no club has yet been organized, by order of the mayor or of a councillor of a municipality.
The person calling the said meeting shall be entitled to preside thereat until a chairman is elected.
