371. Within forty-five days after a by-law is passed and after a public notice of five clear days is given to the persons qualified to vote on such by-law, the clerk shall put at the disposal of such persons a register for the entry, in order of presentation, of the signature, address and qualifications of those persons among them who demand that the by-law be submitted to a poll.

371.
