15. The Government, by letters patent, may incorporate as a city or town municipality any municipality in Québec which is governed by the Municipal Code (chapter C-27.1), if its population is not less than two thousand, after the formalities prescribed in the following provisions have been observed; the Government may exercise the same power if the population of the municipality is less than two thousand, if it has been shown to its satisfaction that exceptional circumstances so require.
