14. Every municipality must, within sixty days from the sending of the preliminary proposal, send its opinion on the preliminary proposal to the council of the regional county municipality.
Before giving an opinion, the municipal council may submit the preliminary development proposal for consultation at a public meeting held in the territory of the municipality.
The opinion of the municipal council must be accompanied with a document indicating the modes of consultation employed and the conclusions drawn, including the reasons offered by the persons and bodies consulted for their agreement or, as the case may be, their objection.
Every municipality must make a copy of the preliminary proposal available at its office for inspection, upon receiving it.
