209. The budget must be adopted by the council not later than 31 December at a special meeting called for that purpose.
If the council is not able to adopt the budget within the applicable period, it shall set the date of the meeting at which the budget is to be adopted.
If, on 1 January, the budget is not adopted, one-twelfth of each appropriation provided for in the budget of the previous fiscal year is deemed to be adopted. The same rule applies at the beginning of each subsequent month if, at that time, the budget has not yet been adopted.

As soon as possible after the adoption of the resolution by which the council sets the date, the secretary shall send a certified true copy to the Minister.

Such budget shall be transmitted to the Minister and to the Regional Government within 60 days after its adoption by the council.
If the council is not able to adopt the budget within the applicable period, it shall set the date of the meeting at which the budget is to be adopted. For the purposes of the budget of any municipal fiscal year as of the municipal fiscal year 2017, the second paragraph of this section is struck out (2016, c. 17, ss. 135 and 141).

Such budget shall be transmitted to the Minister and to the Regional Government in the month of January following its adoption.
Upon sufficient proof that the council has in fact been unable to prepare, adopt or transmit its budget within the prescribed time, the Minister may grant any additional period that he determines for that purpose.
