258. Before appointing a provisional administrator, the Minister shall give the person concerned an opportunity to assert his rights in writing seven days from receiving the notice from the Minister.
The Minister may, however, where it is imperative to do so and if the Authority so recommends, make the order first, provided that the person concerned is given an opportunity to assert his rights in writing within the same time limit.

The Minister may, however, where it is imperative to do so and if the Commission so recommends, make the order first, provided that the person concerned is given an opportunity to be heard within 15 days.
