163. In this Part, unless the context indicates a different meaning, the following terms mean:
(a)  “plant” : an establishment where unprocessed or partly processed timber is processed, being part of a category determined by the Government;
(b)  “partly processed timber” : timber which has not undergone all the treatments or all the phases of processing necessary to make it suitable for the use for which it is intended.
