43. No permit holder may discontinue, reduce or extend the services his permit authorizes him to provide or change the conditions thereof without prior authorization from the Commission.

43. The holder of a permit shall not abolish, reduce or extend the transport services which his permit authorizes him to provide, or change its conditions, without the prior authorization of the Commission.
