17.1. The quorum of the Commission is five members including the president, who may designate a member to replace him.
However, an individual decision may be made by a member acting alone and a review decision may be made by three members.

17.1. The quorum of the Commission is,
(a)  in plenary session: five members, including the president, who may designate a member to replace him;
(b)  in public hearing, in session, and in practice: one member;
(c)  in review: three members excluding any member who has made a decision concerning the application that is the subject of an application for review.
