74. Proceedings may be commenced by the remittance in person or service by mail of notice of the offence at the last known address of the offender. The notice stands in lieu of the preliminary notice.
Proceedings may also be commenced by the issue of an infraction ticket to the offender by a peace officer or an employee of a regional authority entrusted with the enforcement of this Act.
