11. At the time of renewal of a contract or, in exceptional circumstances, for reasons of public interest related to the needs of the population, the agency may, notwithstanding any inconsistent provision in the contract, revise the determination of the services to be provided by a permit holder.
In such a case, the agency may, with the authorization of the Minister, reduce or increase the number of ambulances under the contract entered into with the permit holder. The terms of the contract and permit must be adjusted to conform to the agency’s decision.
The agency may also, for the same reasons and with the authorization of the Minister, withdraw the operating permit.
