119. A board of directors is established to administer a local authority or an institution that operates a residential and long-term care centre.

119. A board of directors shall be established to administer all the institutions having their head offices in the territory of a regional county municipality and operating a residential and long-term care centre, or both a residential and long-term care centre and a general and specialized hospital centre with less than 50 beds.
For the purposes of this section, in areas where there is no regional county municipality, the territory concerned shall be the territory served by an institution which operates a local community service centre, unless the agency, after taking into account the criteria mentioned in section 128, proposes another territory. Every such proposal requires the approval of the Minister.
