30. Every person in charge of the maintenance of a public highway, trail or path that intersects a guideway and every owner of a private road open to general vehicular traffic shall be responsible for maintaining and removing the snow from the crossing surface of a level crossing, including removing any accumulated snow blocking the guideway.
