54. The Minister shall not grant the application unless he considers it expedient and has obtained the advice of the Authority.

54. The Minister shall not grant the application unless he considers it expedient and has obtained the advice of the Authority. Where the Minister grants the application, he shall request the Authority to issue letters patent.
