20. Dividends paid by the Company shall be fixed by the Government.

20. Dividends paid by the Company shall be fixed by the Minister of Finance and not by the directors.
No dividend may be ordered the payment of which would reduce the accumulated surplus of the Company to less than one-third of its paid-up capital.
