78. Subject to section 107.5, the Commission alone is authorized to receive complaints pertaining to the application of a norm relating to the referral, hiring or mobility of the workforce.

78. The Commission alone is authorized to receive complaints pertaining to the application of a norm relating to a placement agency or to the placement, hiring or mobility of manpower.

78. (1)  The board is responsible for the employment of construction employees.
It must, not later than 1 July 1976, make any regulation which, notwithstanding any legislative or regulatory provision to the contrary:
(a)  shall provide, with respect to private employment bureaus existing on 25 June 1975, any measure, including their regulation, their abolition, or their replacement by a system controlled by the board;
(b)  shall provide criteria of employment.
The Minister may grant subsidies to the board for the purposes of this section.
(2)  Any regulation made under this section may make provisions respecting the skilled tradesman working otherwise than for the private purposes, other than the commercial or industrial purposes, of a natural person.
(3)  Notwithstanding section 121 or any legislative provision to the contrary, the board alone is authorized to receive complaints relating to employment and to prosecute in such matters, if need be. Proceedings shall be instituted only by the person generally or specially authorized by the board for such purpose.
