43. During negotiations, one of the parties may apply to the Minister for the appointment of a conciliation officer to assist them in reaching an agreement.
Notice of the application must be given on the same day to the other party.
Upon receipt of the application, the Minister shall designate a conciliation officer.

43. If the negotiations have been carried on unsuccessfully for sixty days, any party may apply to the Minister for the appointment of a conciliation officer.
Upon receipt of such application, the Minister shall appoint a conciliation officer and instruct him to meet the parties and endeavour to effect an agreement.
The Minister may also, of his own motion, appoint such a conciliation officer.
